EDIT: I wanted to respond to some comments but YouTube is being anal and not letting me exceed 500 characters. So here are my thoughts regarding this cartoon and various propaganda of the same genre:
Given the time period in which this was released, patriotism was expressed on a level that today would indeed be considered extreme and 'corny'. You also have to remember that although the Red Scare ended by 1920, people still felt threatened by communism - in fact, this cartoon was released shortly before a second "Red Scare" period, which occurred between the late '40s and mid '50s. Stunts like this were reassurance that Americans live in the "greatest country on the planet"... with all the Nazis and Japs and so-called anarchists running around, it was stressed that America's government and way of life is portrayed as the "good guy". Captain America, anyone?
